PROBLEM TO BE SOLVED: To lock a handle and release handle lock by rotating a case member 14 provided on an upper fixed cup 3 to a predetermined position, and to elimi nate the fear of breaking a lock device and a vehicular body or injuring a passenger by temporary releasing a handle lock state when torque larger than a specified value is added on the handle in a lock state. SOLUTION: In a handle lock device, a movable roller member 6 is formed with upward teeth 4 around an upper end of an upper fixed cup 3 fixed on a head pipe 1, and downward teeth 18 engaged with the upward teeth 4 around a lower end of a fork stem 2 inserted into the head pipe 1. The movable roller member 6 and a spring member 8 pressing a lower end surface of the movable roller member 6 on an upper end surface of the upper fixed cup 3 are inserted, and a case member 14 covering an outer periphery of the movable roller member 6 is rotatably inserted. A pin 21 is formed on the outer periphery of the movable roller member 6, and a high area 22 and a low area 23 are continuously provided on an inner peripheral surface of the case member 14 along a rotating direction. A guide groove 25 of the pin 21 provided with an upward escape passage 24 is formed at an end portion of the low area 23.
