PROBLEM TO BE SOLVED: To recover a floating substance highly efficiently at a high speed without again returning the floating oil component once bonded to a rotary plate to a liquid. SOLUTION: Scraping-off parts 13 are formed to both side parts and outer peripheral part of a rotary plate 5 and brought into contact with both side surfaces 51, 52 and outer peripheral surface 53 of the rotary plate to scrape off the floating substance adhering to the rotary plate 5 to prevent the return thereof to a liquid.
