PROBLEM TO BE SOLVED: To provide a water cleaning technique using charcoal-containing mortar whereby the roots of algae are sunk deep without increasing the thickness of a charcoal-containing mortar layer in order to promote the growth of algae and thus the roots of algae are sunk deep and algae are enabled to grow big while suppressing the amount of charcoal-containing mortar used and decreasing the cost. SOLUTION: A charcoal-containing mortar layer containing charcoal, etc., mixed thereinto is formed on the surface of a lump formed from porous concrete. On the other hand, a body block is made by forming a porous concrete layer on the surface of a reinforced concrete main body, and a charcoal- containing mortar layer is formed on the surface of the porous concrete layer.
