PURPOSE: An apparatus and a method for setting a transfer rate of information units are provided for variable data-rate transmission in a wireless communication system and to raise quality of link without processing delay. CONSTITUTION: The apparatus for setting a transfer rate comprises a total counter(1) for counting a total number of received information units, an error counter(2) for counting an error number of received invalid information units, a division unit(3) for dividing the error number by the total number, and a decision unit(4) for setting a transmission-rate parameter. The division result is provided as a link-quality measure at an output of the division unit.
