PURPOSE: To efficiently perform coding by dividing picture element blocks according to the presence or absence of a picture element to be coded and eliminating the coding of the picture element block where the picture element to be coded does not exist. CONSTITUTION: A blocking means 2 where a picture element value signal 1 is defined as an input signal and a picture element block 3 is defined as an output signal and an effective block decision means 5 where a picture element location signal 4 to be coded is defined as the input signal and a control signal 6 is defined as the output signal are connected with a selection means 7 where the picture element block 3 and the control signal 6 are defined as input signals and a picture element block 8 to be coded is defined as the output signal. The selection means 7 is connected with a coding means 9 where the picture element block 8 to be coded is defined as the input signal and a coding signal 10 is defined as the output signal. |
