PURPOSE: A medical pack composition for local anesthesia obtained by adding an effective component of a local anesthetic and a skin permeation promoter to a pack used in the field of cosmetics is provided, which improves inconvenience to a medicine application, extremely shortens manifestation time of anesthetic effect and prolongs the duration of the local anesthesia. CONSTITUTION: This medical pack composition comprises i) 1 to 10% by weight of one or more local anesthetics selected from the group consisting of lidocain, prilocaine, or benzocaine, ii) 0.01 to 15.0% by weight of a skin permeation promoter, and iii) 10 to 35% by weight of a pack base. The skin permeation promoter is one or two or more selected from the group consisting of i) diethyleneglycolmonoethylether or ii) glycerol and polyoxyethyleneglycolpalmitostearate.
