PURPOSE: Disclosed is a touch panel which can improve the visibility of a display image by making one transparent conductive substrate of a touch panel, having a couple of transparent conductive substrates, made of transparent conductive layers and substrates, arranged opposite each other across spacers so that the transparent conductive layers face each other, scatter light. CONSTITUTION: The touch panel(1) is constituted by arranging the couple of transparent conductive substrates(5A,5B), having the transparent conductive layers(4A,4B) formed on one-side surfaces of the substrates formed of light scattering layers(3A,3B), so that the transparent conductive layers(4A,4B) face each other. Particulate spacers(6) are interposed between those transparent conductive substrates(5A,5B) and insulate the transparent conductive layers(4A,4B) from each other. Then a transparent conductive substrate which scatters light is laminated on at least one transparent conductive substrate of the substrates(5A,5B). Consequently, the dazzling of a panel surface due to the mirror reflection of incident light can be prevented and the lightness of the whole panel surface can be improved.
