PROBLEM TO BE SOLVED: To provide a retarder which comprises an antilock braking function even when a retarder with a built-in exciter is used independently. SOLUTION: A vehicle-speed measuring means 52 which obtain a vehicle-speed measuring signal synchronized with an AC voltage induced in an exciter coil 18 is provided. A CPU 51 which gives a command to a retarder control unit 50 is provided. A counter 57 which controls the vehicle-speed measuring signal obtained from the vehicle-speed measuring means 52 is installed inside the CPU 51. A timer 58 which makes a flag effective at every set time during the operation of this retarder is installed inside the CPU 51. A memory 59 which loads the value of the counter whenever the flag is effective is installed inside the CPU 51. A computing part 60 which substracts the value of the memory from the value of the counter whenever the flag is effective is installed inside the CPU 51. A comparison part 61 which compares the output value of the computing part 60 with predetermined constant is installed inside the CPU 51. The retarder is constituted in such a way that the change amount per unit time of the vehicle speed of an automobile is measured and that, when the change amount is larger than a set value, an output from the control unit 50 is cut off so as to stop its operation.
