PROBLEM TO BE SOLVED: To observe the packets flowing on a network and also to easily analyze an abnormal packet flowing on the network. SOLUTION: This device includes a network I/F 101, which receives packets flowing on a network, a selection switch 106 which holds a monitoring a start command and the monitoring time that are inputted from the outside, a timer 107 which counts the time that passed from the packet monitoring start, a comparator 108 which compares the count value of the timer 107 with the monitoring time that is held by the switch 106 to detect their coincidence, a CPU 102 which analyzes the packet that is received by the I/F 101 and discriminates whether a packet is received within a period, when the packet monitoring is started and the comparator 108 confirms its result of coincidence and a monitor 103 which displays the discrimination result of the CPU 102.
