PROBLEM TO BE SOLVED: To control an oscillation frequency even in the state of attaching a metal cover and further to enable fine control. SOLUTION: The voltage controlled oscillator is provided with a multilayer substrate H, oscillating transistor 1 mounted on one upper surface of the multilayer substrate 11, a varactor diode 8d and microstrip lines connected to the oscillating transistor 1 and the varactor diode 8d, the microstrip lines are composed of a main microstrip line 8a composed of a conductor line 11a arranged on the upper surface of the multilayer substrate 11 and subordinate microstrip lines 8b and 8c composed of conductor lines 11b and 11c arranged on the inner layer of the multilayer substrate 11, the main microstrip line 8a and the subordinate microstrip lines 8b and 8c are mutually parallel connected by conducting holes 11d to 11g opened on the multilayer substrate 11, and the characteristic impedance of the subordinate microstrip lines 8a and 8b is made lower than that of the main microstrip line 8a.
