PROBLEM TO BE SOLVED: To provide a rotating body for pressurization which can prevent a change in its outer diameter and its hardness by a heat history. SOLUTION: A pressurizing roller (rotating body for pressurization) 5 which internally has an elastic layer (elastic body) 5b, faces a heating element (heating means) 1 and brings recording paper (material to be heated) P into pressurized contact between itself and the heating element 1, contains fillers 5c which are formed of a synthetic resins covered with a hardener of the elastic layer 5b and are hollow in the wall films in the elastic layer 5b. The change in the outer diameter and hardness of the pressurizing roller 5 by its heat history may thus be prevented while the thermal insulatability by the hollow fillers 5c formed of the synthetic resin is maintained.
