PROBLEM TO BE SOLVED: To enable a coded bit stream recording and reproducing device for recording a coded bit stream by using a disk-shaped recording medium to seek the medium in a short time to obtain a search image high in quality. SOLUTION: This coded bit stream recording and reproducing device is provided with an encoder means 55, that encodes a video signal by the MPEG-2 system to obtain a bit stream by each GOP, a GOP header generating means 57 that generates a GOP header including GOP coding quantity 1, and a recording disk medium 61 that stores GOP streams in succession to the GOP header. When reproducing a signal, the coded bit stream recording and reproducing device obtains a reproduction position, to generate a search image from the obtained GOP header, an MPEG-2 decoder 72 decodes the reproduced signal to generate a searched image having high quality.
