PROBLEM TO BE SOLVED: To improve ESR characteristic of a solid electrolytic capacitor by improving the quality of solid electrolyte constituted of an electrolytic polymer film of the solid electrolytic capacitor. SOLUTION: In the manufacturing method of a solid electrolytic capacitor, a dielectric layer 4, a chemical polymer film 7 as a first solid electrolyte layer, an electrolytic polymer film 22 as a second solid electrolyte layer,. and a cathode layer are formed in this order on the surface of a porous anode member 3 formed of valve action metal. After external terminals are connected with the anode member 3 and the cathode layer, an outer seath is formed of resin. Here, a non-rigid power supply terminal 9 composed of conductive rubber is used for a power supply terminal for forming the electrolytic polymer film 22, damages to the dielectric layer 4 and the chemical polymer film 7 which is caused by the power supply terminal is reduced, and the insulating of the electrolytic polymer film 22 in re-formation is prevented.
