SOLUTION: This signal control device equipped with a signal processing circuit for measuring the elapsed time from a measurement start time until a target time, an output circuit for outputting an output signal by taking a measurement finish time as an output start time, and a time display part for displaying the elapsed time, has such a formation that the signal processing circuit measures an output elapsed time outputted from the output circuit, and that the time display part displays the output elapsed time.
