PROBLEM TO BE SOLVED: To provide a method, device, and system by which the necessary traveling time of vehicles can be calculated with stable accuracy even when the traffic flow involving the vehicles abruptly changes due to the occurrence of a traffic congestion, etc., and to provide a recording medium. SOLUTION: The processing section 12 of a space sensor 1 measures traffic flow parameters including the average space speed, space occupying ratio, traveling speed of vehicles running in a measuring range contained in a picture taken by means of a CCTV camera 11 bird's eye-viewing a road and transmits the measured results to a central transportation controller 2 through a channel, and the congestion discriminating means 22 of the controller 2 discriminates the state of the traffic flow on the road by referring to a threshold combination table 21. Then a necessary traveling time calculating means 23 calculates the necessary traveling time of the vehicle by dividing the road length in the measuring range by the traveling speed of the vehicle when the traffic flow is not in a congested state or dividing the road length in the measuring range by the average space speed of the vehicles when the traffic flow is in congested state.
