PROBLEM TO BE SOLVED: To surely detect even when a fault in a part of a circuit or a device of the opposite party. SOLUTION: Transmission control parts 1013 and 1113 transmit signals to a transmission line 1201 in a non-transmission period of data, to show propriety of application for a device of the opposite party to confirm its connectivity, in response to the instructions of circuit control parts 1014 and 1114. The reception control parts 1012 and 1112 receive signals, which are transmitted via a transmission line 1202 and show the propriety of application to confirm that the device of the opposite party and the transmission lines or devices have no faults and notify the parts 1014 and 1114 of this fact. When a fault is detected on one of both transmission lines or devices, a special signal that is transmitted in a period when no data are sent for checking the circuit operating state and shows the propriety of the application and by not intentionally transmitting it to the other transmission line, the fault is notified to the device of the opposite party.
