PROBLEM TO BE SOLVED: To efficiently transmit a plurality of pieces of congestion information on the same link and to transmit identical information with less data quantities adaptively to a state where a link number skips at the time of making VICS information transmission. SOLUTION: At the time of transmitting traffic information as a data block in the form of a packet, the data block is coded in such a way that the word indicating each information or each kind of designation is constituted of a number of bits each composed of four bits and a D word which indicates the congestion degree information of each link and composed of four bits is provided. Then the D word is made connectable to a word containing link number operation, words indicating various kinds of detailed congestion information, and a word indicating the same information number and the word constituted of the number of bits each composed of four bits is made to correspond to a numeral value for data operation at the time of setting the numeral value. In addition, the presence/absence of expansion data to follow the D word is made assignable by means of the expansion flag of the D word and the detailed information on a plurality of states to the same link is made settable by combining two words of the forefront position of a congestion and the length of the congestion with each other. |
