PROBLEM TO BE SOLVED: To reduce the work load on operating personnel by reducing the effect of fluctuation of present value and improving the accuracy of calibration for shortening the work time. SOLUTION: A local power monitor (LPRM) amplifier 6 is connected to an LPRM detector 5 and an arithmetic average circuit 8 is connected to the output side of the LPRM amplifier 6. An average power monitor (APRM) amplifier 9 is connected to the arithmetic average circuit 8 and an APRM indicator 10 is connected to the APRM amplifier 9. An LPRM indication auxiliary circuit 11 having an LPRM arithmetic processing circuit 1 is connected diverged from the LPRM amplifier 6. An APRM indication having an APRM arithmetic processing circuit 2 is connected diverged from the APRM amplifier 9. An LPRM indicator 7 is connected diverged from between the LPRM amplifier 6 and arithmetic processing circuit 8.
