PROBLEM TO BE SOLVED: To provide a character reader and a character recognition method, which can precisely execute a reading processing without forcing load from an operator even if complicated list structure is supplied and remarkably shorten processing time. SOLUTION: In an OCR system 10, information of the sizes (width and height) of respective list cells, which are obtained based on a coordinate detected by a list cell extraction apart 20 is used and it is judged to which structure parameter showing the reading attribute of the registered list cell the cell corresponds and the list cell is collated in the cell structure judgment part 24b of a list cell collation part 24 with the control of a system control part 14. Thus, list structure included in picture data which is read is automatically recognized by collating with the list cell. A recognition part 26 character-recognizes images in the respective list cells with list structure and they can automatically correspond to the list structure of a composite cell.
