PROBLEM TO BE SOLVED: To provide a phase information detection circuit that can obtain phase information with high accuracy from a sampled clock roughly sampled by a reference clock and to provide a system that can recover the sampling clock phase-locked to the reference clock with high accuracy. SOLUTION: The system comprises a transmitter side that samples and encodes a television signal or the like and of a receiver side that receives a transmitted signal, decodes and converts it into an analog signal. The transmitter side is provided with sampling clock circuit 5 and the receiver side is provided with a sampling clock recovery circuit 25, respectively. Each of the circuits 5, 25 is provided with a phase information generating circuit 4, a memory circuit 6, a phase number generating circuit 7, a control circuit 8, a sampling circuit 10, a 1/M frequency division counter 11 and a frequency divider circuit 12. |
