PROBLEM TO BE SOLVED: To maintain communication quality excellent by holding follow-up performance which is sufficient for an adaptive equalizer without enhancing device constitution even if line variation is very fast owing to fast phading. SOLUTION: A line variation estimation part 101 estimates the quantity of line variation between a transmission device 100 and a reception device 200. A symbol rate determination part 102 determines a symbol rate according to the line variation quantity and then increases the symbol rate and performs transmission when the line variation is very fast owing to fast phasing, thereby making the line variation between symbols or in a burst relatively very small.
