PROBLEM TO BE SOLVED: To converge the frequency of transmission and reception without always receiving a radio wave by averaging the deviation in frequency between radio stations each time a communication is carried out and making the deviation small. SOLUTION: A base station area 30 includes a mobile station 1, a mobile station 2, and a base station 4. The mobile station 1, mobile station 2, and base station 4 communicate with one another. (1) indicates the direct communication from the mobile station 1 to the mobile station 2. The mobile station 2 reflects an averaged deviation value D on a frequency of transmission and reception after the communication (1) and performs control so that the frequencies approximate the transmission and reception frequency X of the mobile station 1. (2) indicates the direct communication from the mobile station 2 to the mobile station 1 and (3) indicates the communication from the mobile station 2 to the base station 4.
