PROBLEM TO BE SOLVED: To provide a simulation system and an instruction simulation method for more quickly simulating a program to be simulated than in a conventional instruction successive execution simulation system. SOLUTION: This simulation system is provided with a simulation executing means for executing simulation by extracting an instruction from a program to be simulated, an executed instruction information storing region for storing information for judging whether or not the instruction is already executed, a means for extracting the instruction from the program to be simulated, and for judging whether or not the objective program is loop-processed when the simulation is executed, based on the information for judgment stored in the executed instruction information storing region, and a native instructions storing region for storing a converted result related with the already converted executed instruction when the first instruction simulation is executed.
