PROBLEM TO BE SOLVED: To provide a failure simulating device capable of performing failure simulation by using an RTL net list as it is. SOLUTION: This failure simulating device to be disclosed is constituted of a module dividing part 11 to divide a net list 13 at a functional level described in a hardware description language into modules by every function and to create the divided net list 14 and a failure simulator 12 to perform the failure simulation for the net list 13 at the functional level and to obtain a failure detection result 16 from the divided net list 14 and a test pattern 15.
