PROBLEM TO BE SOLVED: To improve a character-recognizing rate in a character reader for compositely recognizing characters by judging the correspondence of plural character positions through the joint use of plural character segmenting methods whose algorithms are different from each other. SOLUTION: This character reader 100 has N character segmenting parts 132 and 142 whose character-recognizing algorithms are different from each other and character recognizing parts 133 and 143 respectively recognizing characters, which are segmented from data of a character-reading object by these N character segmenting parts, and outputting the recognizing result. In particular, the reader 100 is provided with a composite judging part 160 which judges whether there are overlapped characters in the characters respectively segmented by the same character segmenting part, edits the position of the characters when there are, then judges whether there are characters whose positions correspond to each other between the respective character recognizing parts and compositely decides a final recognizing result from respective recognizing results at the character recognizing parts of the respective corresponding characters concerning the characters judged to correspond.
