SOLUTION: In the stratosphere, 1st to 3rd airships 10 to 12 mounted with exchanges 13 are arranged to form a flying object communication network between the 1st to 3rd airships 10 to 12 and 1st to 5th ground stations 14 to 18, and the exchanges on the 1st to 3rd airships 10 to 12 selectively connect communication lines to the 1st to 5th ground stations 14 to 18 at a communication request from the 1st airship 10 to enable communication.</p> |
