PROBLEM TO BE SOLVED: To effectively deal with fluctuations of reference time by reducing the load on processing of each of terminal equipment or respective processes. SOLUTION: When the temporal fluctuations caused by time inversion or skip occurrence is detected from reference time information from a reference clock 22 by a time-managing device 21, before the correction of system time, that time fluctuation information is reported from the time managing device 21 to plural pieces of terminal equipment PS1-2 to PSN-2. On the basis of response results reported from plural pieces of terminal equipment PS1-2 to PSN-2 which respond to the notice, the time-managing device 21 corrects the system time measured by a system time measuring instrument 23 and reports time update information, which shows executed time correction, to plural pieces of terminal equipment PS1-2 to PSN-2 after the correction.
