The invented preparation based on water-in-oil type emulsion intended for cosmetic and pharmaceutical purposes according to the present invention is characterized in that it contains at the most 15 percent by weight of lipophilic phase formed by 0.4 to 3 percent by weight of emulsifying agents, 0.1 to 2 percent by weight of polymer stabilizing substance, 5 to 14.5 percent by weight of lipophilic substances, and at least 85 percent by weight of hydrophilic phase formed by 3 to 5 percent by weight of polyol and the balance being water with dissolved cosmetic, respectively pharmaceutically active hydrophilic substances, whereby al the above specified weight percentages are based on the total weight of the final preparation. The preparation can further contain up to 1 percent by weight of preservation matter and/or up to 1 percent by weight of electrolytes.
