PROBLEM TO BE SOLVED: To provide a rocky bank body enabling waste to effectively be recycled and capable of sufficiently preventing environmental pollution due to alkalinity and heavy metals, and to provide a method for producing the rocky bank body. SOLUTION: This rocky bank body is produced by the following processes: a process where concrete is formed by solidifying a composition formulated with waste containing harmful heavy metals, a heavy metal-fixing agent, cement and water in such a way as to have a prescribe shape; and a process where a coating composition containing iron salts is applied to the surface of the concrete to form a layer for preventing alkaline elution.
