PROBLEM TO BE SOLVED: To prevent the lock of a vane even if a deflection is generated when welding a cylinder for fixation. SOLUTION: Quantity of fluctuation of width of a vane slot 25 is previously estimated on the basis of the deflection generated when fixing a cylinder 21 to a sealed container, and width of the vane slot 25 is adjusted by the estimated quantity. For example, the vane slot 25 is formed so as to be widened toward the roller side, and even in the case of fixing the cylinder 21 to the closed container, the whole of the vane can be put in/out with a constant clearance in relation to the vane slot 25.
