PROBLEM TO BE SOLVED: To fully exhibit the optical catalytic function of titanium oxide, to eliminate the need for installing a housing box for electric wiring and gas piping, to make stacking of form blocks easy, and to reduce a construction cost. SOLUTION: First, second, third, and fourth face shells 11, 12, 13, and 14, as well as first, second, and third web shells 15, 16, and 17, are provided. A main hollow 19 is formed between the second and third face shells while sub- hollows 18 and 20 are formed between the first and second face shells as well as between the third and fourth face shells, respectively. The plane forms of the face shell and web shell are point symmetry about a center P of the form block, and the powder of titanium oxide is added to at least the outside surface layer of the first and fourth face shells.
