SOLUTION: A seal 3 is arranged in an annular space A formed between a rotary shaft 1 and a housing 2, which are concentrically arranged with each other inside and outside in the radial direction, so as to partition the annular space A into two of a vacuum space B to be sealed and an atmospheric air pressure space C in the axial direction.
