PROBLEM TO BE SOLVED: To provide an ink drying device capable of detecting abnormality with a good sensitivity and cooling a region to be dried quickly, and an ink-jet recording device. SOLUTION: In a drier 10 for use in an office, a hole part 80 is formed above a reflector 22, and a thermistor 90 is mounted on a mounting surface 88A of a heat radiating member 88 supported via insulating members 82, 86. Therefore, since a large quantity of heat is provided from a halogen lamp 24, abnormal temperature rise can be detected with a good sensitivity. Moreover, since the heat radiating member 88 is cooled down by wind passing above the reflector 22, the temperature of the thermistor 90 is raised quickly in the case an air intake fan 28 is stopped so as to enable detection with a good sensitivity. Furthermore, abnormal temperature rise can be detected with a good sensitivity by detecting abnormal temperature rise with different conditions according to the temperature of a region to be dried. In the case abnormality is detected, the drive of the halogen lamp 24 is stopped immediately, and the air intake fan 28 is driven until the temperature of the region to be dried is lowered to a predetermined temperature.
