In order to provide a banking system having an IC card available anytime and anywhere with no risk of security information plagiary from loss of the IC card, no complexity in using the IC card, and no problem with a discharged battery, a banking system of the present invention comprises a radio communication means to be connected to a center terminal of a financial organization by way of a radio communication network for drawing an amount from, and depositing an amount t o, a bank account in the financial organization, the bank account being identifie d by a bank password. The radio communication means includes a radio-linked portable terminal and an IC card connectable to the radio-linked portable terminal, the IC car d comprising a memory for storing information of an available amount reserved for the IC card and a processor for adding an amount drawn from the bank account to the available amount and for subtracting an amount to be deposited to the bank account from the available amount. |
