PROBLEM TO BE SOLVED: To simplify the structure of a device and, at the same time, realize the miniaturization of the device and a high speed device and, in addition, the smooth and sure pasting of a carcass cord. SOLUTION: In this device, an annular core 1 is indexed so as to extend a carcass cord 7 on the outer surface of the core meridionally in order to paste the cord by being turned back in a U-shaped near the inner peripheral edge of the core 1. The carcass cord 7 delivered from a cord feeding means is hooked with an ulternately and rockingly displacing claw part 20 so as to be extended along the meridional direction of the core 1 opposite to each other. At the same time, a pair of strikers 4 and 5, each of which presses the turning-back portion of the carcass cord 7 against the core 1 during the retreating displacement of the claw part 20, are provided.
