PROBLEM TO BE SOLVED: To provide an enclosing-sealing apparatus of which a false enclosing detecting device has high reliability and is inexpensive. SOLUTION: The thickness of a matter to be enclosed which is supplied from a hopper is measured and a check of the thickness is conducted by an enclosing gripper on the occasion when matters to be enclosed are enclosed collectively by an enclosing part. The two data are subjected to comparison and a fault is determined. According to this constitution, a false enclosing detecting mechanism having very high reliability and being inexpensive can be realized.
