PROBLEM TO BE SOLVED: To provide a soil improvement method capable of improving soil having the possibility of liquefaction to a stable hard soil efficiently. SOLUTION: Soil 1 required to be improved is provided with a drainage work 3 and a penetration pit 4. The groundwater level of soil 1 is lowered by the drainage work 3. A filler material is charged in the penetration pit 4, the filler material 5 in the penetration pit 4 is penetrated into the soil by the gravity and the operation of unsaturated suction of the soil 1. At that time, positive pressure is applied to the filler material 5 to promote penetration. A water cut-off wall 2 is constructed in the periphery of the soil 1 to be improved at need.
