PROBLEM TO BE SOLVED: To make a foamable base material usable for both left and right and to reduce manufacturing cost by the portion in a hollow room shut-off tool in a hollow structure. SOLUTION: A hollow room shut-off tool in a hollow structure provided with holder bodies 20 fitted in a hollow room 6 of the hollow structure 1 and foamable base materials 11 supported by the holder bodies 20 and shutting off the hollow room 6 by being foamed by external heating and forming foamed bodies 15, is provided and the holder body 20 has a holder plate 21 for supporting at least one side face of the foamable base material 11 and this holder plate 21 is provided with a main body plate part 22 and an extended part 24 bent from at least one side by a specified angle. On the foamable base material 11, a bending-deformable part 12 being bending-deformable along a bending part 23 of the holder plate 22 is formed.
