PROBLEM TO BE SOLVED: To provide a radiation treatment system for irradiating a target while transmitting a portion of desired radiation without a great reduction and selectively damping a portion of non-desired radiation. SOLUTION: A high energy radiation system is formed of a selectively photo- damping material for generating UV radiation. The photo-damping material increases the rate of desired radiation to non-desired radiation to selectively damp at least 30% of the radiation of 200 nm to 240 nm radiated to the photo- damping material and transmit 50% or more of radiation of 240 nm to 280 nm radiated to the photo-damping material, reducing damage to a target.
