PROBLEM TO BE SOLVED: To provide a technique for efficiently and continuously producing uniform and good-quality horticultural soil having both high water and air permeabilities with its puffy softness retained. SOLUTION: This method for producing horticultural soil comprises the following steps; a plurality of main materials leading to the final horticultural soil are disaggregated in volume-regulated cutout hoppers 1, respectively, and conveyed in parallel to one another under volumetric control so as not to be mutually superposed on the upper surface of the belt of a conveyor 2, and then on the terminal end of the belt conveyor 2, the respective main materials thus conveyed are brought into a puddle mixer 3 and homogeneously mixed under scattering agitation. The arrangement for producing such horticultural soil has such a scheme that a plurality of volume-regulated cutout hoppers 1 are set up on a belt conveyor 2 so as not to mutually superpose the corresponding conveyance lines and a puddle mixer 3 is equipped on the side of the end part 2a of the belt conveyor 2.
