A mobile telecommunication system including a controller adapted to define a plurality of carriers for control and traffic signals in a packet network. There is also disclosed a method for allocating and reusing packet-switched channels to cells in a compact spectrum segment associated with a circuit-switched network. The packet-switched links are independent from the circuit-switched links.
