PROBLEM TO BE SOLVED: To provide a water purifying technology for a river, a channel and the like which can improve adhering capability of microbe and an alga to coal-contained mortar and improve dissolving power of microbe and an alga for organic material in a water purifying bulkhead technology using coal- contained mortar. SOLUTION: A main body block 1 is provided with a water passing hole 2 formed to pierce the interior thereof, and a coal-contained mortar unit (coal- contained mortar layer 30, a coal-contained mortar projection 31) formed by mixing mortar with coal or the like is formed on at least a part of the surface of the water passing hole.
