PROBLEM TO BE SOLVED: To provide a controller for lifting and lowering of a working vehicle capable of carrying out the lifting and lowering control in a stabilized state of a slight fear of frequently repeating lifting and lowering operations of a working device. SOLUTION: This controller for lifting and lowering of a working vehicle is obtained by installing a machine body height sensor S3 for detecting the height of a working device 2 from a mobile machine body V and capable of repetitively performing computing processing for the extent of lifting and lowering for determining a target lifting and lowering position for lifting and lowering the working device 2 relatively to the mobile machine body V in order to regulate the detected ground height to a target ground height and lifting and lowering processing for the machine body V for operating a hydraulic cylinder CY based on the information detected with the machine body height sensor S3 so as to lift and lower the working device 2 to the target lifting and lowering position when there is a deviation between the detected ground height detected with a ground height detecting means and the target ground height.
