PROBLEM TO BE SOLVED: To enable a user storage device to transfer packets to a corresponding session even in the case one intra-autonomous-network address of a user terminal or of a user network overlaps when processing down packets from the autonomous network. SOLUTION: The autonomous network is equipped with an autonomous network connection device and an intra-autonomous-network DB device, and a core network is constituted including a user storage device and an intra-core- network autonomous information database(DB) device; and the user storage device itself manages the transmission source address of a packet, converts the address to a global address uniquely determined in the connected core network and transfers an up packet when receiving the up packet from the user terminal or user network to the autonomous network, and converts the destination address of a packet to the intra-autonomous-network address of the user terminal or user network before the address conversion and transfers the packet when receiving the down packet from the autonomous network to the user terminal or user network.
