PROBLEM TO BE SOLVED: To manage and collect communication states of terminals installed on an ISDN bus wiring. SOLUTION: An ISDN communication management unit 18 as a communication state management unit is placed on an ISDN bus wiring 12, the ISDN communication management unit 18 acquires control channel information and information channel information sent/received between terminals and a network terminator 10 on the ISDN bus wiring, analyzes call transmission, charging by each line connection, the control channel information including interrupt call control information and the information channel information such as PPP, IP, TCP and UDP from the acquired information and manages and collects the acquired information.
