PURPOSE: A buffer is provided to carry out the high speed of operation in case that an input signal is transferred from a "high" level to a "low" level and the input signal is transferred from the "low" level to the "high" level. CONSTITUTION: In a buffer, a pull down device(100) generates an output signal to be transferred to a first state when an input signal is transferred from a first state to a second state responding to a control signal having the first state. A pull up device(200) generates an output signal to be transferred to a second state when the input signal is transferred from the second state to the first state responding to a control signal having the second state. A device for generating a control signal inputs the output signal to output the control signal. The device for generating a control signal includes a delay circuit(14) for delaying the output signal by a desired time and an inverter for inversing the control signal.
