PROBLEM TO BE SOLVED: To reduce the possibility where chill in the air is produced by a draft caused by operation of a ventilation fan. SOLUTION: A person sensor 12 detects a presence of the absence of a person and a microcomputer 10 detects a person entering a toilet room or a person going out of the toilet room in reference to an output of a person sensor 12. The microcomputer 10 outputs an illumination control signal for lighting an illumination load for at least a period starting from an enterance of a person into the toilet room to a going-out of the person out of the toilet and in turn outputs a ventilation fan control signal for operating the ventilation fan for a period ranging from the going-out of the toilet to a specified period of time. Each of the illumination control signal and the ventilation fan control signal may control the opening or closing of each of opening and closing section 15, 16 so as to control the illumination load and the ventilation fan connected be the opening and closing section 15, 16.
