SOLUTION: Plural filters F1 to F3 are set up in a filter selection part 107, the filter F3 is selected when a pixel to be filtered is not an edge part, the filter F1 is selected when the pixel to be filtered is a newly generated edge part, and the filter F2 is selected when the pixel to be filtered is an edge part which is not newly generated. A filter control part 109 controls the frequency characteristic of the filter F1 on the basis of the total number of edges. A filter processing part 102 filters an input image in accordance with the selection of a filter by the selection part 107 and the selection of the frequency characteristic of the filter F1 by the control part 109.
