PROBLEM TO BE SOLVED: To flexibly provide an additional service specific to a subscriber. SOLUTION: SLP instruction codes to realize the additional service are combined to describe an execution procedure for the additional service to an SLP file 5. An SLP interpreter 8 reads the SLP instruction codes one by one to analyze them, collects addresses of SLP components corresponding to the SLP instruction codes by referencing an SLP component registration table 9, extracts the SLP component from an SLP component file 7 and starts the extracted SLP component. The SLP component is started and references an SLP call data file 6 to execute this SLP instruction code to which a parameter of a condition of the subscriber is added.
