PROBLEM TO BE SOLVED: To provide an information recording medium suppressing a floating amount of a recording/reproducing head and performing high density recording/ reproducing and its recording/reproducing device. SOLUTION: The information recording medium 143 is provided with a recording layer 101 on a flat substrate 100. A servo pattern and control information are recorded beforehand on the recording layer 101 as a magnetic mark with a servo writer, etc. Since an irregular pattern is eliminated on the substrate 100, a slider 103 is floated to a fixed level, and with the floating amount smaller than usual through the whole area of a medium surface. At an information recording time, a position of the slider 103 is controlled based on a magneto- optical signal from the magnetic mark of the information recording medium. At an information reproducing time, the position of the slider 103 is controlled based on a leakage magnetic field from the magnetic mark by the reproducing magnetic head 105.
